jQuery and Bootstrap massively outdated #1208

Baikal version: 0.9.3

Problem you are having: Baikal is using massively outdated versions of Bootstrap (2.3.2 from 2013) and jQuery (3.1.0 from 2016), which cannot be considered as decent secure any more.

Suggested solution: Include and use recent versions (Bootstrap 5.2.3 or newer, jQuery 3.6.4 or newer).
