@ByteHamster the later versions of php-cs-fixer want to make some format changes. I made those chages in the 2nd commit of this PR. The latest php-cs-fixer also only runs on PHP 7.4 or later. I adjusted CI for this, and added PHP 8.3. The code changes it made look fine for PHP 7.2 and 7.3 - so I don't think that those old PHP versions have to be dropped just yet. I also adjusted the phpstan version to have the current minor release series 1.10 - that is what ends up being used in CI anyway, so it is nice to have that specified as the minimum (we know it passes).

If you are OK with the formatting changes here, then feel free to merge There is nothing that changes code functionality.

A newer version of friendsofphp/php-cs-fixer exists, but since this PR has been edited by someone other than Dependabot I haven't updated it. You'll get a PR for the updated version as normal once this PR is merged.
