PHP prior 8.1 no longer supportet #1283

Baikal version: 0.9.5 The Website says that baikal requires minimum php 7.x

Problem: People using PHP 7.x or 8.0, upgrading to baikal 0.9.5 get a message that there is a dependency for minimum PHP 8.1.

Starting with Baikal 0.10.0, only php 8.1+ are supported.
