Ditto is an extension to the Windows Clipboard. You copy something to the Clipboard and Ditto takes what you copied and stores it in a database to retrieve at a later time.
If I have a URL query string on my clipboard, the Quick Paste shows the ampersands, but when hovering over the entry, the ampersands don't show. Even two sequential ampersands don't render in the tooltip, and further examples can be seen in the second screenshot.
