DB Migration - Githubissues

This cleans up the db migration business. I had initially wanted to make db migration run in CI, but because connecting to the fly.io db instance has to happen through a local proxy, we'll do it manually.

Along the journey of validating all of this I found other things needing fixing too.

adding ca-certificate to the prod api docker container
explicitly declaring the board database in the Postgres connection string
adjusted the db schema, mainly companies is now organizations. Not everyone posting jobs will be for a company. For example, Open Sacramento expressed interest in post opportunities. It wouldn't be accurate to label them as a company.
apiDomain was hard-coded in the frontend Supertokens config.
