I haven't been able to get a test case working. I have tried a few times and I think that I am doing the right things for each component. Regardless, the ship has never stopped. Would it be possible for you to create a test case in a save file that I can just load and execute in order to see this issue?
I may have been overly specific in the setup instructions based on my understanding at the time. I'm working out a setup in a save for you
Summary
If multi-nav trucks are active in a group together, then when they complete a town or business, other vehicles not part of the group may be turned off/stopped for no reason.

Expected Behaviour (optional)
active multi-nav completions should not affect other, non-multi'd vehicles.
