Locations layer disappears while dragging a truck

Summary

The Locations UI layer - towns, businesses, roads, map pins, etc, but not the map itself or other windows - will disappear in some circumstances. Slightly moving it will make it reappear.

Reproduction Steps

Easiest reproduction:

Set up a group of trucks with multi-nav to numerous destinations that they can fully complete. (e.g. low-quantity single-demand businesses) ** The intent is to have a lot of completions happening, so it's easier to observe the issue.
once they start moving, begin dragging a truck that is not in that group. Continue dragging and observe.
While dragging this truck, when the multi-nav group Completes a location, the Locations layer will disappear.

It is not believed to be related to multi-nav, it's just more prevalent when multi-nav is active and thus easier to observe and reproduce. It seems to be related to a Completion happening while dragging a truck, and had been observed prior to multi-nav introduction.

Expected Behaviour (optional)

Locations Layer doesn't disappear randomly :)

It will also happen when no completion is happening.

I can reproduce it by just having 4 trucks in multi-nav selection mode, selecting a long route in e.g. Italy. I know nothing else is completed, as no other vehicles are moving during that time.

By doing 3 items, I will have this happen between 1 and 5 times.
