This is a nit and I don't really expect a change - however I would expect that this would be done distributed to some degree and must coordinated centrally - How one manages users vs processes vs machines is often times different.

Nancy: point taken. We can try an add a sentence to clarify implementation of distributed vs. centralized deployments (can clarify that it is identity of the SACM components too).
