Glaive Toss not being used as often as it should be.

What steps will reproduce the problem?
No steps - Just a concern.

What is the expected output? What do you see instead?
As it is a primary damage ability it should be used when ever its off of CD, 
not when certain conditions are met as it seems right now?

What version of the product are you using? On what operating system?
Most current - Win 7
