Warrior CD Usage

What steps will reproduce the problem?
1. Using Lazyraider in Arms/Fury Spec.
2. Someone in your raid group aggros a boss, CC pops all DPS cd's - Bloodbath, 
Recklessness, Warbanners *REGARDLESS of distance to boss*
3. Reckless is a major Cooldown generally for warriors - but it is also listed 
under class specific. Having two toggles for it (One under General Use of CD's 
and one under class specific is confusing)

What is the expected output? What do you see instead?
No CD use whatsoever if use CD's is set to False.
When USE CD's is set to True - ONLY use CD's if a melee range of a group of 
mobs or boss is checked first to make sure you're not 70 yds away and popping 
all dps cd's.

What version of the product are you using? On what operating system?
Newest as of 11/14/2012 on Win 7 64Bit

Please provide any additional information below.
Biggest examples of this problem are bosses with long distance pulls like 
Stoneguards in Mogushan Vaults of Vizier (First boss in Heart of Fear)

Specifically its been triggering Bloodbath and using a Warbanner while way out 
of range still resulting in several seconds of lost dps time.
