Upgrate to PRDoH's new Covid19Datos v2 website #26

The Puerto Rico Department of Health discontinued its old daily PDF bulletin that I'd used for this project, and instead offers data downloads from this website:

https://covid19datos.salud.gov.pr/

So yeah, this PR makes a ton of changes to use that.
