I have decided that this project is better served by more of a monorepo structure, and thus I'm merging the covid-19-puerto-rico-downloader repo into this one. This means:
Moving the website generator app in this repository into a website/ subdirectory;
Bringing in the other repo into a downloader/ subdirectory;
Merging together their Terraform configurations into a monolithic one (for now).
