Let's try that again,

Purpose of code changes:

Convert UNIX line-endings to DOS as a courtesy to Windows users (esp those 
using Notepad)

When reviewing my code changes, please focus on:

svn diff doesn't produce any output, hence attaching whole file. It was 
produced with 'unix2dos refine.ini'

(refine.bat has DOS line endings already)

There's an interaction with SVN since it does line ending conversions as well 
as the kit build since it may be built on a different platform than the target, 
but I'll have a look.

I've switched the SVN eol-style property from Native to CRLF for this file, 
which I think should have the desired effect.

Martin - please create a new issue with your problem.  It's different than this 
one and this is marked as fixed, so there's a good chance your problem will get 
lost.
