As mentioned in another issue I have noticed that these patients are spawning on the helipad even when not using the cheat

I have fixed this and only made the cheat patients spawn on the helipad. Also the cheat will only now spawn non-visual patients which is what we currently support. Once you have verified this is the case we can close this issue.
