I think the arrow icon should only show when the patient is about to be vaccinated. You can see in the picture that the victim is queuing for treatment and that in the calls dispatcher the vaccination task has not yet been assigned.
The icon seems to change to the one with the arrow as soon as the patient is in a queue, when it should only show to denote that the victim is next to be vaccinated.
The current way it works it a "vaccination candidate" is chosen at random from those who are eligible (currently those who are sitting down or standing still) and the arrow is displayed on that patient and then that candidate is the one who creates the call to be vaccinated. So that is the person who is about to be vaccinated or at least is calling to be vaccinated. The arrow will change if the patient starts walking somewhere as they cannot be vaccinated if they are not static currently.
Now I have copied that missing piece of code the arrow shows up at the correct time, just before vaccination.
