This will add the missing announcements and move the existing message to the same place as the other announce vip message (on arrival, not when leaving reception)

I have added and pushed the announcements to the branch. I'll consider moving the arrow when I change the vaccinations. I'll close this for now please make a new issue if you find a bug with the announcements.
