Missing watch for emergency #20

Come across a different error, just had an epidemic and waiting for the health inspector to visit, then I get an emergency which I accepted.
As soon as the inspector leaves reception the emergency timer disappears as well.

Ah yes, this is because the epidemic actual ends when the timer ends but then the inspector coming removes the timer. I'll probably change it so the epidemic only ends when the inspector despawns then we shouldnt have any such issue.

I have ensured that the inspector can now only close the timer of an epidemic and should never now close an emergency timer. Needs testing but should be pretty straight forward to verify.
