Incorrect cursor #35

Epidemic ended as one patient died, the timer went and before the inspector arrived I hovered the cursor over the other patients that were waiting for treatment. The cursor changed to the one you have when you want to vaccinate. Although vaccination was not possible and shouldn't be at this stage, the cursor is wrong. May only happen when the timer ends early, I will watch for this and update here.

I have attempted a fix as of commit 97c59ce77109d320236729d595e19086b250431a. It was the case when the timer had finished but the inspector was on the way and the result hadn't been determined yet. Just needed to change the conditions for the epidemic hover.
