Upgrade Maven and Plugins #64

Plugins that were not upgraded:

maven-surefire-plugin is using the same version used by Maven if none is configured
jacoco-maven-plugin update on demand, only when required!

Not planning major version changes, so the following plugins were not updated:

license-maven-plugin 2.11 -> 3.x or 4.x
maven-jxr-plugin 2.5 -> 3.x
maven-javadoc-plugin 2.10.4 -> 3.x
maven-gpg-plugin 1.6 -> 3.x
maven-release-plugin 2.5.3 -> 3.x
