add _msglvl and _cmd files and travis test force success logic #7

hopefully this will fix travis test.

great it passed travis test. this is the pull-request mentioned by the issue #1 . almost exactly the same file except the travis special logic for msglvl test where apparently the travis server does not have a working network interface with it though all the machines that I tested on does.
