What is this feature about?

Allow transaction fee payment from Safe funds.

See Problem statement #28

Current state:

User has to fund at least one owner address with ETH instead of having all digital assets on just one account
Transaction fees need to be accounted for on a separate account

Goals:

User can pay tx fees from within the Safe for all tx types.
User can use ETH to pay for tx fees.
User can still execute a tx without relaying

Solution

Ability to pay transaction fees from the Safe
Have all assets on the same account
Be able to pay fees in stablecoins (research on the expectations, but it seems to be complex)

Technically to make it possible we need a Relayer.
