Add Passkey Audit And Deploy Contracts

This PR adds the Certora audit report for the passkey contracts and prepares the passkey contracts for deployment :tada:.

Note that there were a few details to take care of:

• We bumped the FCL version to match the version used by Coinbase's audited webauthn-sol. This included a small fix to ecAff_isOnCurve.
• Verification of the SafeWebAuthnSignerSingleton contract was a bit tricky as the verify-etherscan task doesn't pick it up, since it is deployed in the constructor of the SafeWebAuthnSignerFactory contract
• I started a CHANGELOG.md file like we have for our other projects, which lists the expected addresses.
• Bumped the version in preparation for a release.
