e2e tests not able to finish #759

Description

After migrating safe-wallet-web to Nest 13 is not possible to run safe-react-apps tests. Nest export was deprecated and removed from the build scripts, which was used to be able to run Cypress in the Safe Apps repository

Expected result

It should be possible to run Cypress e2e tests

Obtained result

Tests not running even apps are deployed

Other info

Safe Apps are not deployed to test environment when there aren't any code changes affecting them to improve action performance.

To test this ticket is necessary to ensure that there are changes on code level on the Safe Apps where we want to run e2e
