Evalutate zkSync Blockers

Context / issue

We are trying to add zkSync support to Safe contracts but are running into tooling issues.

Proposed solution

The expected outcome of this issue is to:

[ ] Document what we tried to do (which Hardhat integration, in-memory vs. dev node, etc.)
[ ] Report upstream issues we faced for each attempt
[ ] Document which blockers must be solved for zkSync support

Additional Context

We can explore the full node option (and not the simpler in-memory node option) here.
