Trust onchain delegates #961

What is needed?

Instead of just using offchain delegates, trust onchain delegates (https://github.com/gnosis/delegate-registry)

Background

This would allow, for example, to use the delegate set via snapshot also to propose transactions

@rmeissner We need more info about this feature, as currently issue was only created as an idea (prposed by you 😉 ). From product side, is this required / desirable?
