Add user-friendly error messages instead or in addition to the GS0XX

Environment

• Wallet: any
• Chain: any

Steps to reproduce

1. Try any tx that will fail because of one of the GS0XX ( https://github.com/safe-global/safe-smart-account/blob/main/docs/error_codes.md)

Current result: The user sees GS013 without any explanation

Expected result

Could we add the user-friendly errors instead of only code GS0XX?

Here is the suggestion for a general error message display. It includes:

• A clear title of an error;
• Short description of what happened (the error message itself);
• A recommendation on how to fix it or reject the transaction.
