Cysignals hook #130

This is a revival of #117 that has wrongly been merged into master. Before this gets merged, cysignals has to be released.

@kliem I had to rebase your commits and I appologize (see this sage-devel thread for explanations). Tests seem to run fine.

The just released cysignals 1.11.3 has the hooks.
