Server requires a log file to be present #118

When there is no log file, https://github.com/sagemath/sage-patchbot/blob/master/sage_patchbot/serve.py#L593 this seems to crash. Not sure when log files get created but for almost all tickets submitting the "pending" status does not contain a log file for me.

This is a silly workaround: https://github.com/saraedum/sage-patchbot/commit/75ef0972a2b252332cfb6e7dfd77492003eb47bd but it should of course be fixed on the server.
