patchbot tests same ticket over and over #14

Something seems be getting patchbot stuck on ticket 13282. I noticed that my instance CentOS/6.5/x86_64/2.6.32-431.5.1.el6.x86_64/kepler.math.osu.edu was not finishing any new tickets, and then noticed that it was working on this one over and over again. Checking the patchbot page for this ticket, it looks like a different instance of patchbot was also stuck there:

+1. See http://trac.sagemath.org/ticket/13282#comment:15 That ticket is no longer needing review. However this ticket should make sure that such infinite loops not occur.

A similar problem seems to happen on

It now skips failed tickets for a while.
