Version 2.8.4 should be 3.0.0 #141

The change to Python 3 only is backwards incompatible, so it makes sense to bump the major version number for this release.

Since versions 2.8.2 and 2.8.3 were mysteriously skipped I've released 2.8.4 as 3.0.0 (where "release" here mostly just means making a tag and setting a release date in the changelog).
