Pending reports not included in ticket/?raw #44

Pending reports are apparently not included in ticket/?raw. This is a problem if the patchbot fails in a strange way (e.g. if it fails to download an spkg). In this case it will indefinitely retry the same ticket, see http://patchbot.sagemath.org/ticket/15813/.

@fchapoton in this ticket saraedum describes one possible cause of the infinite loops. Ideas for a fix?

It seems also that Spkg reports are not included.. See 15209 for a current infinite loop. Investigating right now.

Concerning Spkg tickets, they do not in fact report anything. So it is normal that they do not appear. I will now make sure that they are skipped for 12 hours.
