"demand by Tobias Diez on #38227" is for keeping existent practices #38648

The demand by Tobias Diez, to deviate from the long-standing practice of synchronized version constraints, are out of scope of this upgrade PR. Setting to "disputed".

There is no "long-standing practice" like this. To the contrary, we happily allow all sorts of external packages with versions higher or lower than the version in Sage, and are flexible in making sure that the external package versions are not too constrained. So #38227 is a sneaky attempt to change this. @tobiasdiez @kwankyu @orlitzky
