Make searching accents-insensitive and case-insensitive

There are several searchboxes in CoCalc, including to

• search among projects in projects list
• search among files in a given project
• search among CoCalc users' names to add a collaborator to a project

I think they should be case-insensitive and diacritics-insensitive.

For instance one should get the same results when searching

• Erdős, erdős, Erdös, erdös, Erdos, erdos, ...
• Lelièvre, lelièvre, Lelievre, lelievre, ...

Possibly useful:

Most of the searches you mention don't involve postgresql.
