chat: @mention and threads #6727

If you are @mentioned in a thread, and there is a follow up response later in the thread, you should also get notified about that. Now I think you only get notified in a thread when you're explicitly @mentioned.

I'll just say that I'm not sure this is the right thing. Or at least, we should not implement this until we also implement a way for a user to ignore @mentions.

we did this instead via default auto-mention, but the sender can remove it if they want.
