nextjs app: make it easy to get to the voucher center #7250

It's very hard to find the voucher enter page now -- https://cocalc.com/vouchers . I was just trying to do an onboarding demo and couldn't find my existing vouchers, easily. This was one of the links we recently removed. I think the only way to find the vouchers center now is to go to https://cocalc.com/store/congrats and click on that little link. In any case, it is suddenly way too hard, but this could easily be fixed. Maybe change the "Vouchers" button in the store to just go to the voucher center:

That button right link could be to the overall voucher center, instead of the immediate "buy a voucher" process, which also currently has no way to get to the vouchers center:

This is so weird because when I implemented vouchers I put in a billion links to the voucher center all over the place. Then slowly over the last year, each link got removed, until only one remains in the most unlikely place. LOL.

So (1) make the Vouchers button in the store go the voucher center and (2) make it easier to buy a voucher from there:

I.e., where it says "Create New Voucher", move that button to the top left position and rename it "Buy Vouchers".

I lowered the priority to just high, because hardly anybody except us admins have bought vouchers so far, so it's less of a priority and we can manage for a few days.
