Things have been stuck like this for a while for one of my projects:
The project is not at all starting. It's stoped. But one of the buttons thinks it is starting.
Clicking the rightmost Start project now:
That doesn't work -- also, why does it assume in the popconfirm that it is a Restart when it isn't.
Closing and re-opening just the tab for the project in cocalc results in this, and clicking on any of the start buttons now does nothing at all:
Finally, refreshing the full browser tab, and everything works fine.
WORKAROUND: Refresh the browser tab.
