Do the first release to Bintray. #50

Now that this repository is public, let's do a release to Bintray that will supersede the previous releases from the now obsolete open-plutonium repository.

Getting the Travis build to work again. It seems as if there may be a problem with allowing the tests to run concurrently in the Travis build, this may be causing the deadlock, or may somehow cause the competing tests to run slowly for each individual test suite thus causing a timeout. Perhaps this should be broken out into a separate issue.

Nearly there - have got Plutonium 1.3.1 on to Bintray, but the synchronization with JCenter has been broken by the change of artifact name. Chasing this up...

JFrog have kindly fixed the synchronisation with JCenter, kudos to them.

Tests pass when using the released 1.3.1 artifact. It's a wrap!
