Missing Module on Load #2

This may be specifically related to my install but adding the plugin from repository into C:\~\QGIS\QGIS3\profiles\default\python\plugins\Video_UAV_Tracker fails to load with the error: This plugin is broken No module named 'PyQt4'

The same happens when I copy the entire folder to the same location. QGIS info below image

This should be closed right? The plugin uses PyQT5 and that is what that user did have back then. :D
