Add support to override the supported browsers config #356

Enable overriding of the supported browsers configuration that will be used by autoprefixer.

Would it be OK though to cherry pick your commits (without the .editorconfig ones)? I'm worried it might remove the file once I merge this up to the v9 branch.

Thanks for the feedback @pirelenito, I have opened new, clean PR #359 so we reject this one.
