failure in adding controls to the toolbox

I was trying to add FC.GEPluginCtrls library to the toolbox, but I failed. 
maybe need to install 2010? Please help me. 

my expected result looks as the image attached...

using VS2008 on W7.

I need to add my own images to different places on google earth, by the 
coordinates of each one.

You will need to be using C# 4.0 to use the library as it works with the DLR.
