SAFIRE demo for Bhutan #1577

@flavour Made a few modifications to the pre-pops that are necessary and sufficient to complete and prep the demo

  1. Used priority and alphabetical ordering the task sequentially
  2. Sorted the records in alphabetical order for easier search and edit in the future
  3. Added a few more example scenarios
  4. Added a few incident reports if need to illustrate other heterogeneous incidents

Once Bhutan SAFIRE is updated, I can complete the rest of the data
