Bypass Wikipedia API #340

Urgent incident

Enrichment worker stopped working because calls to the Wikipedia API fail. Probably we accidentally got ourselves blocked due to overuse.

Workaround

[x] Disable API call for topic relations (only affects bubblogram type 2 - no other consequences)
[x] Disable API call for topic definitions (Sahan to consider providing substitute data via downloaded wikipedia data)
