Constrain the title size on OER card

Currently, the title is cut off at the bottom of the card, which doesn't look very elegant.

Possible solutions:

• shrink the font until the fits (bad idea)
• replace the last N characters with "..." until it fits (bad idea)
• look up pure CSS solutions e.g. http://hackingui.com/front-end/a-pure-css-solution-for-multiline-text-truncation https://stackoverflow.com/questions/33058004/applying-an-ellipsis-to-multiline-text

The font size was reduced as part of #56 and now the overflow happens much more rarely. Leaving it open but deprioritising for now.
