Issue Description: I would to create a back to top arrow button for the website.

Expected Behavior:

Responsive for any type of devices.
Moving arrow animations.
Hovering with neon light effect.
Best user experience with smooth functioning.

Current Behavior:

No arrow button present.

Additional Information:

Helpful for the user to reachout to the head of the website in one click.
Provide best experience.

Labels: It is a enhancement or a new feature.
