[GSSoC'23] Create a Navbar for Website #138

Issue Description: I would like to create a navbar to reach out the page elements in one click.

Expected Behavior:

Fixed navbar.
Maintaing same color as of website.
Adding a links section with hovering effect.
Responsive with side/collapse navbar for small devices.

Current Behavior:

There is no navbar.

Labels: This is a enhancement for the website footer element.
