Condition option "By title" works only as "starts with" instead of "contains"

Is it reproducible?
Yes.

If yes, what steps will reproduce the problem?
1. Create any action with any trigger (action is preferably Input - Send 
keyboard input)
2. Set condition as Window - Window active - By title "notepad"
3. Save the action and activate it
4. Open notepad.exe and try to trigger the action
5. Close notepad.exe
6. Edit the condition to By title "untitled"
7. Open notepad.exe and try to trigger the action

What is the expected output? What do you see instead?
Nothing happens. It just doesn't work.

What version of the product are you using (Binary/Source/32/64bit)? On what
operating system (XP,Vista,7,32/64bit)?
Windows 7 Ultimate SP1 6.1.7601 x64
7plus 2.5.0 x64

What is the language of your operating system/keyboard language?
US English, US English - International
