Open Explorer in the last active directory also opens last Control Panel items #394

What steps will reproduce the problem?
1. Enable the feature in Explorer options
2. Open any Control Panel applet and close it
3. Press Win + E and observe

What is the expected output? What do you see instead?
Control Panel locations should be excluded.
