Support other formats for the fan configuration #14

Since the structures are all deserialized by Serde, it should be easy to add support for formats other than XML.

Yes, would be cool because json is used in https://github.com/nbfc-linux/nbfc-linux So, migrating would be more easy because currently I still need fixing xml, when I got a valid json config
