Generify unchanged ctime tests #87

It would be possible to write this test without root privileges like this:

but since our focus right now is on converting pjdfstest, not improving it, it's ok to defer this for after GSoC

I will postpone this for whenever I have enough time, but that would definitely allow reducing the number of privileged tests.
