eliminates need for install_packages.R; lots can be installed via ubuntu binaries
takes R from 3.6.3 to 4.1.2 as packaged with jammy
builds 10+ mins faster

Edit to Add: The docker build present in main right now actually fails, as determined by pulling the latest release on dockerhub. I had benchmarked using my own custom builds, of which removing the install_packages.R step provides a significant speed bump (10+ mins in my case, your results may vary slightly).

force pushes to fix white space issues and then remove an additional unnecessary dockerfile line

Updated docker structure & brought up to 23.04. Can be brought back to 22.04 LTS if needed, builds with both.
